UK Local Authorities Intend to Sell Off Social Clubs and Sports Centres to Manage Finances

Based on a latest survey of local authorities, UK councils are preparing to sell social clubs, sports centres, and retail spaces as they bet on a rapid disposal of properties to stabilize finances.

Increasing Financial Pressures Prompt Asset Sales

A coalition of councils for second-tier cities in England reported that 60% of councils are planning to dispose of properties to cover the escalating costs of adult and children’s social care.

Councils have in the past come under fire for selling playing fields and open spaces to support their finances, but they contend they must proceed to generate essential revenue from asset sales or declare themselves bankrupt.

The group noted that a high proportion of authorities seeking to generate funds from a quick sale of assets represented “a clear change from 2024, when the majority (six in ten) of municipal officials stated they would prioritise restructuring services and using financial reserves to weather increasing financial challenges.”

Specific Examples of Proposed Sales

Medway Council in Kent said its property management strategy featured the sale of a retail complex in a local town and a social club in another town to raise 20 million pounds over five years.

  • A local golf course and commercial properties held in two English counties, which all provide rental income for the authority, will additionally be sold under the plan.

Council Tax Increases and Wider Fiscal Strains

This research of local authorities in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of councils will need to raise council taxes next spring to cover the rising cost of core provisions, higher levels of homelessness, and a persistent accommodation deficit.

Medway council said it will press ahead with asset sales after sharp increases in the cost of children services, support for vulnerable learners, adult social care, and temporary accommodation.

“We are taking innovative approaches but some of these take time to deliver both better provisions and financial savings,” stated a council leader.

He added: “We face population challenges which will continue to increase the pressures we have. As a local government body, we had a 91% cut in our revenue support grant from over the past decade, which is very challenging.”

Countrywide Patterns and Projections

A survey of regional authorities recently also found local finances being stretched by the increasing figures of young people and adults requiring Send support.

The County Councils Network projected that local shortfalls will reach £4.4bn a year by the end of the decade, as they grapple to manage rising needs.

Ministers have delayed planned reforms to the special educational needs framework until the coming year after a white paper setting out those changes has been postponed.

Deprivation and Funding Shortfalls

According to the most recent indices of deprivation (IMD) for UK local authorities, several key cities members were included in the most deprived in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 nationally under the latest deprivation indices,” said the study.

“While only one key city is among the top 10 for disadvantaged communities countrywide, cities are much more prone to be in the most deprived fifth of the nation. The figures highlights the scale of difficulties confronting local leaders across major urban centers in the next twelve months,” the analysis concluded.

“Local government leaders have been explicit about the need for a equitable and lasting financial structure that reflects and responds to the real levels of disadvantage and demand,” stated a council leader.

“Without this, councils will continue to face difficult decisions around which vital provisions to allocate spend to, and which to reduce, to the disadvantage of their residents.”

One in five of councils have reduced or weakened care services in the last year, the study found.
